We've had a lot of villains over the years. Some good, some bad. But who are the worst?
More recently I say Electro, Ronan, Rhino, Ultron, Malekith, and Mandarin
I did.Somehow, nobody is mentioning the villains from Elektra, Catwoman, and Jonah Hex.
Still don't count Catwoman as a CBM, cause it carries no resemblance to the source material character and her life.-Man-Thing - his movie

Ma-Ma from Dredd is an underwhelming villain.The old movie has a more compelling villain.
- A hooker got abused by a client, decided to become a ruthless gang leader and take over Peach Trees compound.
- Wanted her people to take down the judges, and slapped the guy who escaped Dredd and got a judge hostage.
- Her bomb threat was so false all Dredd did was throw her out the window, after letting her inhale the slow mo drug.
But by far the worst CBM villain I think has to be Talia in TDKR.
X-Men seems to be the franchise mentioned least here. Only Weapon XI and Origins Stryker make a few lists with one member not liking Magneto.

That wasn't even really Karai. Seriously, you'd never know that that's who that was meant to be unless they specifically said her name. She was "generic henchwoman #23."
At least the Karai (and Shredder) in the sequel actually LOOK like Karai (and Shredder).
That ending was still underwhelming for a person with her influence.[BLACKOUT]Actually, the bomb threat wasn't false. The detonator was set up so it would blow if her heartbeat stopped. He tossed her out the window so that she died when she hit the bottom and the detonator's signal was out of range of the bombs which were on the top [some number I can't recall] levels. [/BLACKOUT]

Personally, I thought she was hillarious. Yeah, she was awful as were HHH and the rest of the vampire villain crew, even Dominic Purcell was pretty lame as the supposed grand-pappy of all vampires.
However, they were all unintentionally funny - and for some reason it makes it all the more hillarious when Ryan Reynolds makes fun of her. So I can't put her in the worst category, simply because it was so funny watching her try to act. Now Dr Doom in the FF films....nothing funny about him at all. Well, nothing like this....

t:She had a couple of solid acting moments as well, such as when she threatened to bite Hannibal so he would turn and feed on the little girl. She and Reynolds were both good when the movie did that close-up shot.
She also didn't torture Hannibal or Blade with guinea pigs.t:
Yeah, I'd forgotten about that, the "thirst" that wasn't bad. But come on, the torture/interrogation scene was otherwise pretty hillarious between Reynolds wisecracking and Posey's OTT.

So not the worst villain ever, but by no means a great or even good one

t:Oh yeah, I forgot about Dr. Doom in the old F4 movies. Julian McMahon's career has never recovered from that.
