My only thought was that each city is going to have different puzzles that are designed for that city specifically. It might be a good idea to assign certain oracles to new cities if the city they are signed up for it over loaded though.
As for dwelling on the past, you're right... but what if, even once, we have to remember what happened in the past and are unable to. I think it's a good idea to be able to scroll up but keep in mind that it's not a good idea to do so unless absolutely necessary.
With the number of Oracles we have, someone will remember. We can scroll up somewhat. It's unnecessary to have to see EVERYTHING on the screen, for one; if we did that, we'd never get anywhere. For another, say we do manage 12 Oracles for Chicago...reading what 12 people are saying, especially when they're likely to be repeating the same thing, is NOT going to overtax a chat room. Chaotic or not, 12 people in a chat is not going to go so fast that we're going to have to start opening up our chat logs. The point of the chat is so that instead of going back and doing it Holmes style, we can just ask the other Oracles. With 6-12 people, SOMEONE will remember.
