To me, I think their problem was simple: they weren't just afraid, they were overexplaining the simpleness of Superman that every single person knows about.
The overexplaining part? Well, from Seasons 1-7, I always got that feeling that they had a new step for Clark to step on to to move forward, but pulled him back in the next episode, move again and back again. And it wasn't until a mid season finale, or a complete season finale, that Clark finally took that next step. But it started all over again when the next season(s) started. Wait, maybe that isn't good to explain. Let me say it like this:
I think they thought no one have or could've begin to understand, not just why Clark became Superman, but why everything about Superman came out of Clark's brain (the costume, his role, etc). The fact is Superman is a guy with superpowers, who fights the baddies from small to big to extreme threats, and wears a blue costume with a red cape and a "S" on his chest. Now, like Batman, there is more to it than that, but no matter how much you try, that IS the character. Miles and Millar must not have known this, otherwise they would've made sure the show nor Clark was slow as the series moved on. Furthermore, maybe THEY didn't get Superman, and did these changes just for them to understand him themselves. This leads to the other problem: fear.
The fear part is better to explain and from its clues, as we've felt the agony each season. I'm going to have to agree with Brain from Comic Geek Speak who said that once Smallville got into season five, that's when it should've been called Metropolis, Clark moving to Metropolis, and basically what we've been seeing now from season eight should've came from season five. But since they didn't do that, what happened was that they got themselves a character they didn't know what to do, and once season six came around with Green Arrow and later the pre-JLA, it almost became their show instead of being about Clark. I think Miles and Millar were just afraid that, since Smallville was about that one thing, moving on thus reshaping that one thing might've meant disaster.
Now, I'm not defending these two guys, maybe all that I'm doing is explaining what I believe is their damn behavior and thinking process. And now, its your turn...
