Coulson would be too "dangerous" to show as a cameo in CATWS....in other words, his appearance there would pretty much derail Cap's story and turn into Cap and Widow going, "WTF, Coulson....?!?!"
Ward, May, FitzSimmons, Hand, Dr. Streiten or Blake would be "safe" SHIELD cameos that wouldn't have to have a big impact on Cap's story. Donnie Gill, Mike Peterson or Akela Amadour would be pushing it, depending on their timelines (what with being double agents and all). Skye and Coulson would derail the CATWS plot.
Oh, come on, really? Coulson appearing for a hot second would be a fun thing for the audience, particularly if he were in star-struck fanboy mode, and then the plot would hurry on. Just have a shocked Cap spot Coulson accidentally, followed by Fury or Hill saying, "I guess you just got promoted to Level 8, Captain." Boom, done.

Coulson already mentioned the fact that his trading cards were ruined in the third episode (IIRC). He sounded a little peeved.![]()

If things are moving fast there wouldn't be time for questions. "Was that....?" "Yep!" It's not like there's gonna be nothing else happening in CATWS.
I really don't think it would be that simple, but I respect your opinion. Cap just does not seem like the type to sweep something like that under the rug and quickly move along. None of the Avengers do. We've already seen how they react to Fury's lying.

Marvels Agents of S.H.I.E.L.D. and The Goldbergs can stay on the air for a long time Goldbergs has social buzz and is starting to grow. S.H.I.E.L.D. is in the mid 4s in L7. The show is really doing well creatively.
