Sure, this amusement park idea would totally work. But rather than Batman chasing the Joker to try and rescue Rachel, I could see an enraged Batman chasing down the Joker because Jokeer has killed (or at least seriously wounded) Rachel. Can you imagine the impact of a scene in which Bruce/Batman discovers Rachel's body? Especially after having been tormented by this lunatic over the course of the film -- only to fail to save his friend? The climactic scene could become Batman's ultimate test that would drive him to the brink of killing the Joker, like in Hush.

Wouldn't it be better if he actually DOES save her from an elaborate death trap, and then Joker just plain shoots her?

Imagine being in the audience. You see that Joker has Rachel in a very elaborate death trap, that Batman couldn't possibly save her from. Batman does so in an enormous bout of heroism. The audience is relieved that Batman saved his life-long friend and the love of his life. But then, as the Joker is making his escape, he pulls out his revolver, turns and shoots Rachel right in the stomach. She then dies in Batman's arms.

That's a lot more impactful than her already having been dead. Her being dead already is kind of emotionally cheap.
