WB are not going to spend 20 million on Big Willy for Suicide Squad.

Smith has mainstream name recognition that WB could benefit from. But he's unnecessary for a quality film. In fact, not having him might result in an even better film.
Maybe they could get Woll Smoth instead

The game has changed with Harley and Joker in the fray, though. They'll definitely be milking their appearance all over the marketing. That alone affords them the luxury a tentpole film with an A-list star would normally occupy.I think right now, that WB kinda does need to look at Smith level or similar type talent for the DCCU. They are not in a Marvel Studios situation with these properties that are not well known right now, or even if they are well known, not necessarily respected. Marvel buitl up to the point that they could make GOTG based purely on their own brand. Right now, WB/DCE doesn't have that, so for Aquaman, Suicide Squad, Green Lantern... Yeah, well known names are going to be the order of the day I suspect, to get buttocks into seats.

Now, when his last big budget action flick flopped hard, not so much.
Nah, Smith signs on and they'll be promoting the crap out of it. His big comeback, ensemble piece, playing anti-hero if not outright villain, etc. It'd be pretty huge on it's own and if it ain't the marketing machine will make sure it is.
And I really don't think Hardy is anywhere close to that kind of draw.
Smith still gets the covers of magazines and he's perfect for making the rounds for talk shows. Signing him alone gets this movie better recognition with casual fans. Watch twitter/facebook blow up if/when he's cast. That's money and WB knows it.
