If by "back on the map" you mean "still largely unknown by the general public," sure. Annihilation came and went with a whimper in the mainstream, despite the fact that it's about a thousand times better than CW. It's sad, but at least some more comics are being made to follow it up. I hope the sales can show Marvel that their fanbase would appreciate more cosmic stories.
As for Phyla as the new Quasar, I can see where the anger comes from (beyond the blind hatred of the character simply because she's not Wendell, I mean). It's kind of diminishing two legacies, really, by sending the message that Phyla couldn't cut it as Captain Marvel, so now she's relegated to taking over for Quasar, a.k.a. "that other Captain Marvel." But I like Phyla and I think the Quantum Bands have loads of potential, so I'd be willing to at least give her a shot. The right creative team could make it work.
I guess Annihilation at least got the cosmic marvel fans interested again, although I would say the series alone won't do the trick. But now that Captain Marvel is being reintroduced in Civil War it gets a bit unclear as to whether this will lead to a surge of cosmic heroes again.
Things got pretty ugly about the Phyla issue over at CBR...lets just say some serious 'labelliing' of her character was run into the ground. Mostly people said she wasn't interesting and weak (self doubt all the time). There were too many references to 'space lesbians' with her and Moondragon. And of course the Quasar fans were bent out of shape. I think what happened was when the news of a Quasar mini was coming out the assumption was that it would be Wendell. When it wasn't, the crap hit the fan. Some of the people were even writing their own scripts for a Wendell revamp to encourage his return. But there's a slight ray of hope. Andy S. did admit that people assumed too much about Wendell never coming back. We'll see. The annhilation vs civil war argument is interesting, everyone either likes one or the other. Annihilation didn't grab me because it concerned a lot of characters I didnt care about and not enough that I was interested in. And the Quasar factor of course. Also because the cosmic arena in Marvel has been bye bye for so long its gonna take time to get it cranked up.
