I'd say Falcon is a very high probability especially with Avengers Assembled being released. I really doubt Iron Patriot will be in it. I suspect the line up will be:

Captain America
Iron Man
Thor
Hulk
Hawkeye
Black Widow
Falcon
Quicksilver
Scarlet Witch

That's plenty to work with already!

One of the reasons Whedon said he's putting the twins in is because they have actually visual powers. According to him almost everyone on the team is "Yeah, I can smash the heck out of things" but Quicksilver and especially SW are different. While Quicksilver technically is still "smashing" things his speed adds a different feel than anyone else. And seeing SW's powers done correctly on screen is worth their inclusion alone if you ask me.

It still remains to be seen whether Joss will introduce the Maximoff sibs as members of the Avengers, or initially antagonists. If they're on The Other Team at the outset, then the Avenger roster for TA2 will still be small --- plenty of room for both Falcon and War Machine to join up.

And even if Wanda & Pietro are officially Avengers in TA2, adding Falcon and War Machine would bring the total up to 10....that's still entirely manageable in an ensemble film. Especially considering that you don't have to introduce Sam and Rhodey with backstories --- they're already a known quantity to audiences.
