You mean something along these lines...

If you are on probation, you may not post under any account for the amount of days for which you are on probation. Violation of this probation will result in the permanent banning of your ORIGINAL account (permanent loss of entire post count, avatars, etc.,) and an extension of your probation to your NEW name. Continued violation of this rule may result in IP banning. If you are permanent banned, you may not return to Hype. Note: the Administrators and Moderators can tell if you hold more than one account.

Not as far as I know, you can pull what SM/Percy did and have the old one banned and keep the new but banned is banned unless repealed by the mods.

At one time many years ago it was allowed. There are a couple of current users who were banned at one point years ago, but they are still here because they came back way back then under a new name and were allowed to stay. Several years ago the rules were changed.....you get banned, you stay banned. Too many people could not play nice with their new name. The only exception to this rule is the one quoted above by Kelly....if your first name is on probation, and you post under another name, the first name is banned and the second name is allowed to stay....but.....if that second name is banned for any reason, it is all over for that poster. They will not be allowed back any more.

As far as the name goes in the member's list it does not state he was banned (his title is Soccer Coach and not Banned). Whether that's an oversight or not I don't know.

Then like two posts later, Lee bans someone named black_house, saying the system caught him when he registered and that since he was only there to troll all his names were now banned.
