Origins has a varied reputation; on the business side and on the technical side, it's easy for critics to write it off as a rushed cash-in, but in terms of writing, vocal performance, and in terms of some of the conceptual additions, it's seen as a clear example of how much WB Montreal loved the series. Basically, if you get a bug-free copy, it might be competing with City for you, depending on where you rank story and gameplay innovation. If you think that story is more important, you might go for Origins just because of how cohesive and well crafted its story is (even the side missions that link into the main missions) in comparison to the more fetch-quest plot of City. But if you're looking for excellent gameplay innovation, and a lack of any kind of broken gameplay mechanic (like the electro-gauntlets), you'll probably prefer City.
Asylum still gets a grace favor thanks to being the first game and having fantastic atmosphere, so in the original three games, Origins was kind of an honorary third place. But Knight kind of threw that for the loop, thanks to its own bugs, lackluster storytelling, and having its newest and most hyped gameplay mechanic be kind of regarded as a mediocre addition.
