Someone might have answered that question somewhere else and then feel free to delete, but what's up with all those Batmen, and what is the Scarecrow doing with them ?

Batman motivated some of Gotham's citizens to become active in taking down criminals. Inspired by his symbol, these citizens took on the bat persona as well.

it's not completely pieced together yet, but it seems like the copybat vigilantes try to stop the scarecrow and the real batman has to clean up after them

There's a gang meet between Scarecrow's group and some Eastern European drug dealers. A group of vigilantes come in with guns trying to break it up, they mess it up, they get gassed, set on by dogs etc. The tumbler flies into the garage from the next level up, but that's just a distraction. Batman glides down the center of the garage from the roof, landing on the white van. There's a fight, some of them try to escape in the van, Batman clings on with his funky gauntlet as it speeds down the ramp

they might be tied cause of the joker and he's gettin ready to kill them or put a heartin on them
