Of course everyone is going to say Joker, and, he's good, but I voted Doc Ock.

He was very innovative in his appearance; the arms made him much different form other villains. The Joker may have deeper storylines and past history, but for me, Doc Ock just sort of defines what a comic book villain should be. Again, it's not that The Joker is a "bad" villain, Ock just seems more original to me.
