By any standard. The background characters are awkward, but the main action of the cover--discussion breaking down and giving way to violence, with both Cap and US Agent rising from their seats with great gusto (hence why Cap's fists are on the table), with US Agent's fist cocked and Cap practically daring John to punch him... It's a perfect cover for the subject matter of that issue.
