From time to time, when making new versions of classic comic book characters, you can, and need to update the ethnicity of some characters, to keep up with modern times (this goes for any other character, as well)
Catwoman, was created in a time when there wasn’t black characters in comics, so, (beside, Eartha Kitts, and Halles version) the character has more or less reminded white, being based on the look of the origianal
(I am not saying they have to cast a black woman, but, I wouldn’t mind if they did)
I like Rosario as an actress, I am not 100% behind her for this role, but, I would be happy with it, if she were to be cast

BTW: Rosario Is of Puerto Rican, Cuban, African American, Irish and Native American descent, so, she's only part black (like how Alba is part latino) just saying

I'm aware that most people don't want The Reaper because he's not a well known villain as The Joker and Two-Face. But maybe in an eventual fourth movie. That would be nice.

There's so much potential for a great Mr. Freeze film but how the heck will this work in the grounded "everything needs to be explained" reality stuff we have. I don't care, it's all fantasy. Bring in freeze. Bring in Aliens, Bring in anything your mind can think of. Screw real life. I get enough of that every day.

The next should have Two-Face, Catwoman, and a small role by Penguin.

Those would be the nest choices for Nolan's Bat films......I really think cornelius strict would be a great character to use in his films.......A cannibal....pretty realistic and gritty, I like it

I would REALLY like to see The Joker appear in a future film. He is one of my favorite Batman villains, especially in some of the older stuff, when Finger, O' Neil and Englehart wrote him.

But I see that isn't happening with this one.

i know it's a two-year old report and things change, but... Goyer did plan on Joker being captured in this film and then being on trial in the third film. in that third film, he scars Dent.

frankly, i think who does it is trivial. it would work with the story and you wouldn't have to establish a new character and motive.

The Riddler, Catwoman, Professor Hugo Strange, Harley Quinn, The Monk, Man-Bat, Mr. Freeze, Bane, Clayface, The Penguin, Poison Ivy, Black Mask, Warren " Great White Shark" White, Killer Croc, Mad Hatter, Catman, Firefly, Killer Moth( yes with some updating I'd love to see it), Calender Man, Nocturna, Cluemaster, Bane, Rupert Thorne, Spellbinder, The Ventriliquist/ Arnold Weskler, Hush, Deadshot, The Reaper, Black Spider, and Solomon Grundy.

Besides the ones we already know about:

Catwoman - Recurring character. Bruce's next/last/greatest love interest. Want them to stick as much to her comic book origins as possible.
The Penguin - Take away his goofy stuff: cigarette holder, top hat, big nose, waddle, etc. Just keep the umbrellas and the formal clothing. Have him end up being the kingpin of Gotham.
Black Mask
Hush
Harley Quinn - Wanna see her as creepy as The Joker. Except where his creepiness comes through his jokes & laughter (while killing), her's comes from her bubliness & perkiness (while killing someone).
The Riddler - Make him a second for a bigger villain. Like make him Penguins right-hand-man or something. Who sends him out to do his dirty work and he plays with the police leaving clues to his crimes. But the police always fail to solve them until Batman gets involved. Then with a worthy foe, The Riddler battles wits with Batman.
Poison Ivy (un-superpowered) - Make her a biologist/eco-terrorist. Who uses her knowledge of plants & chemicals (not controlled by her body) to make her attacks. Get rid of the silly outfits but keep the green. And the red hair of course.
Ventriloquist (in a cameo role, similar to Zsasz) - Maybe.
Clayface (the original, and only in a cameo role) - Maybe.
