Rumlow would want revenge on Cap for taking down HYDRA. Whether or not Cap was personally at fault for his disfigurement is beside the point. HYDRA would want Cap dead. It's as simple as that.

If he didn't I don't think there'd be much motivation for him to factor into the plot. I don't get why they'd use a Nazi villain with ties to HYDRA in the comics and then not have him actually be HYDRA.

But IN comics, Zemo doesn't have incredibly strong ties to HYDRA anyway, just as The Red Skull as the founder of HYDRA (he had a loose connection in the books... But the books version of HYDRA's origin is a Gordian knot anyways...) in the MCU, but that's not quite the case in the comis. Also... This would be the 3rd MCU film to use HYDRA. They may simply want to give Cap an enemy that is not tied to that organization at all.

This is comic book stuff, so of course they'll never give us a definitive ending... But HYDRA has been used for a while now. They can put that to rest and give us Cap villains that are different in nature.

Maybe revive AIM and put MODOK in or something.

Hydra has no more leaders other than Zemo. Viper is with FOX anyway.

Bang on the head. AoU has at least claimed that HYDRA is finished. If they make a "surprise" return, it would look cheap.

Not to mention, them inevitable returning doesn't mean they have to immediately return. It took them decades to infest SHIELD, after all.

Strucker was the chief of Hydra and Cap said he hope it ends the thing with Hydra and the Chitauri.

But Rumlow is ( or was) from Hydra and is alive and more badass than ever.

And the Aos finale only said there was no one left to give orders but

Actually, the AoS finale more or less confirmed it's not quite dead. The question is if the movies will also treat it that way or treat it like they treat SHIELD.

Helmut Zemo has had a varied history that isn't quite Hydra-centric. I've thought of him more as a Thunderbolt, although that's obviously more recent. His old man (maybe granddad in this movie) is clear Hydra, but that doesn't require that he be. If I had to guess, I'd guess that Captain America 3 will have Hydra as the antagonists, but neither one still has to be in Hydra.

They might use HYDRA again precisely BECAUSE it's been used in both of the previous Cap movies. Cap facing down this same villain group, under different leaders, in all of his solo films has a nice symmetry to it. And I could see Marvel going in that direction.

I like the suit. It's black ops/guerrilla militaristic and has enough grim Crossbones symbolism. Some hints to the latest Punisher designs (which, while unrelated, looked just badass).
The facemask/helmet makes more sense than a balaclava for protection; and the gauntlets, even if a bit odd-looking, look as crude and brutal as they could. I don't want to see what happens when they hit Cap in the face t:

If you look closer they look like they are somesort of hydrolic knuckle duster.

The whole suit just looks a bit too bulky to me including the boots.

I think you are applying WAY too much rationality to this. Comic book villains (villains of many stripes for that matter across media) don't always act in firmly logical manners. To say that he wouldn't want to kill Steve and his buddies because, "Oh, hey man... I know I have to wear a mask for the rest of my life, my cushy job as a Hydra employee was just taken away, I spent a couple of years doing skin grafts and learning to walk again, all because you and your pals had to do their hero thing... But no hard feelings, cuz, really, it's not personal and I can separate my professional and private life."

Sorry... It would be RIDICULOUS if Rumlow DIDN'T want a piece of Cap and crew out of a sense of revenge. People are emotional. We aren't logic machines.

Hmm... You are right... If he wasn't associated with Hydra they at least need to make his motives reasonable to the very least

To be honest, I am hoping that the villains won't have any ties to Hydra this time around, even though that will probably be the case. I am kinda getting tired of them, especially since they have already gotten progressively downgraded from a massive Nazi group in First Avenger to a "virus" within SHIELD (think about the Illuminati) in TWS to a starter villain in AoU. To have them suddenly return full-force would seem redundant.

We're getting into Thanos territory now, and that should be the main focus

I highly doubt Ward as a HYDRA head will survive beyond season 3A, so there's this potential out.
