Why not?
While Deadshot is an interesting character, he's just not really what they call a main antagonist. I think he could carry his own movie, possibly, or possibly with the Scuicide squad. He'd be perfect in that Super Max movie they were talking about, but as a main villain in a Batman movie? No. I think, the way to present him in a batman film is to have him be one of many different things coming at Batman. I mean, he's a hired killer. His motivations kinda lend themselves to him being secondary to somebody else. He's the kinda guy who would be working for guys like, Penguin, Rupert Thorne, Black Mask.
But what do I know. I'd rather have Hugo Strange and the Monster Men.
I don't think it would be campy. I don't think it would be campy at all. I mean, gene spliced madmen running around eating people in the streets of Gotham sounds like the opposite of Campy to me.
Green Arrow in prison with a bunch of Super villains. Still in development hell technically.
Him in prison fightign criminals? Hmmm Die Hard meets Batman Arkyum Asylum? AWESOME!!! Movie needs to get made.![]()
I kind of liked the Super Max script. I felt it would have worked well. Like Fresh Prince said Die Hard meets Batman: Arkham Asylum. It would be just an all out action fest and those can be just as much fun as TDK. Face it, for those how have read the script you know there are way too many villians in it to have more then just an shoot'em up action movie. But it would be a lot of fun to watch. Movies like TDK are rare, and I don't expect to many more superhero movies to be on that same level.
Perhaps, but let's not forget that he was deemed not to be able to pull off a fully masked character in V, so what are the odds that he could pull off a fully masked character in Deadshot?
If an actors face is fully covered, it's all about using body language and little nuances to express themselves; Purefoy couldnt do that in V for Vendetta for whatever reason, be it his body language or his voice and was replaced by an actor that could in Hugo Weaving.

It's not really that much of assumption. I mean, why wouldnt the movie Deadshot have a mask similiar to the one he wears in the comics?
In counterpoint, I'd say that a bigger assumption would be to assume that they would change it when, given the parameters set my Nolan's realism, the utilisation of something resembling Deadpool's comicbook mask (i.e. a tactical mask) makes sense.
