It is a lot easier targeting poor people as. If you want to go after white collar crime like fraud or major drug dealers then it will take investigation man hours and if your suspect is affluent they will probably get a good lawyer that will put up a good fight.
It is a lot easier to just pick a young poor kid up for a minor crime that is low of the totem pole and get a conviction because they probably have a over worked public defender who thinks they should take a plea deal. It is why prison and jails are filled with those type of people.
If the cops hanged out at any white collar hangout spot, frat house or club they could just as easily find drugs as they would in impoverished neighborhood but it would be a lot hard to convict those type of people.
The thing with the corner kids is that it takes money, social outreach and personal investment to help those kids from going down the wrong path.
By your logic only poor people are getting locked up and thw white folk and anyone with a good lawyer isnt getting touched? Here in my county they dont care what you are whether black, white, mexican etc. you break the law your getting treated the sameway they all do, a pair of handcuffs and your photo on facebook.
My county and the surrounding ones do a great job of working with the communities to bring suspects in like take for example a week ago in severna park 3 white guys all filled there carts with food and rolled out without paying. They were arressted with in 24 hours by the community helping identify them. All 3 are set for trial.
