Does anyone think this is the best opportunity for Beta Ray Bill?

I'm not sure if I'm intended that as a rhetorical question or not. But, seriously, this appears to be the most "cosmic" of Thor movies (as opposed to mythological). The Planet Hulk animated adaptation used Beta Ray Bill instead of the Silver Surfer. I'm doubtful he'll appear in some later Thor movie if he isn't here.

So what do you think, maybe a cameo or don't have him at all?

It may be the best opportunity but it won't happen here. I don't expect Thor to get another film after Infinity War but have Valkyrie be the Thor-world representative after Infinity War. That leaves room for Bill to pop up in the future but not here.

I guess he could be another gladiator being held just to introduce the character as a ferocious warrior. He's a horse-faced beast that escapes when Thor and Hulk do or whatever happens in the film. It would help establish him and his unique look. However, he would need to be used again soon or risk having his look and origins changed as his cameo appearance fades.
