No, they were implemented. And the RPG died shortly thereafter. We never got past the first guest star: me.
My bad. I remember Clark Kent.

Would we use whatever sparse continuity established by WSS?
Actually, the 'point' is to tell the best story possible. Some people - like Harlekin - can do that without any superpowers.Yes, but those people don't really have much obvious potential to do 'awesome' and 'badass' things that only superheroes and supervillains can. The point of these RPGs is to be able to 'be' someone extraordinary, write someone powerful and super. So playing a GCPD Detective that's single, almost broke and has trouble with paying her mother's hospital bills doesn't necessarily appeal to many people.

...which is why no one would pick up Sgt. Del Arrazio in World of Heroes. But here - hopefully - we will have a healthy supply of cops, lawyers, and "everymen" who can interact. Again, that is the point of this RPG - to shine light on the characters who fade into the scenery whenever Batman's around.Too true, EB. But alas, Harlekin is Harlekin, and Sensei is Sensei. We're not all the same. Some of us like to play non-powered characters. Some of us don't. But you got to take into consideration the fact that these games also rely on interaction, and let's face it, some non-powered characters might be more limited on an interaction level than characters with powers. For instance, I don't see Sgt. Del Arrazio working together with Superman to beat Doomsday.
For someone who's received so much (earned) praise for portraying Zach Zatara as an "everyman," you don't seem to grasp the fact that people are drawn to characters they can relate to. Plus, the point of this RPG is to tell the stories of those characters who get overshadowed by the epic confrontations of Batman and his rogues.
If it's so easy to find a character to play in this setting, why even consider bringing in a tongue-in-cheek Clark Kent?
I agree. But going back to my 'We're not all the same' point, some of us have not read Gotham Central. I haven't. I'm sure others here haven't too. And as much as this RPG's point is to be about the characters in Batman's universe getting the spotlight, it probably won't put the spotlight on them at all. Which is what Sensei's point is. As long as Batman and his rogues are allowed to be playable, then the spotlight won't be on the cops in Gotham, it'll be on Batman and his villains, since the majority of the characters being played will be Batman and his villains. I think Two-Face said it best when he said (and I'm paraphrasing this statement) "Gotham belongs to the freaks"....which is why no one would pick up Sgt. Del Arrazio in World of Heroes. But here - hopefully - we will have a healthy supply of cops, lawyers, and "everymen" who can interact. Again, that is the point of this RPG - to shine light on the characters who fade into the scenery whenever Batman's around.
