Well his family most likely has an emergency escape plan especially since they live right next to Arkham. They could have been the evacuated people before they raised the bridges. Anyway knowing that all of Gotham is in jeopardy it really doesn't matter where Gordon is.

Also Gordon knew about the fear toxin and might have asked his family to leave and hang out with the in laws out of the city until the craziness is over

I hate to bust everyone's bubble, but Gordon lived in a run of the mill Chicago home. A lot of them have multiple floored porches in the rear. He wasn't in the Narrows, just a middle-class 'hood.
