Yeah it's definitely supposed to be Fear Gas Batman. The only thing is that in the movie, his whole body turns all demon-like, not just his head, like in this video showing a different angle of the scene.

Fan-made suit that's probably more accurate than the figure

I'm hoping that this is the actually a Begins suit figure with a variant head that comes with it, as opposed to it being a whole different figure you have to buy and Mattel was just too cheap to make a new sculpt for his body.

Nolan has said that he tried to model the Joker, clothes-wise, after some modern-day punk rock artists. So, my guess is that he's drawn the idea from there.

vivienne westwood has been designing since the 60's and was named by TDK costume designer lindy hemming as an influence for joker.

it seems that the inspiration flowed both ways because her f/w 06 collection had models strolling down the runway in purple with white face.

maybe this was inspiration for the makeup?
