No it doesn't. It looks like a worse Tomb Raider.Horizon's combat and AI look way better than the Witcher's ever did.
Using that theory, all side quest in every game are unnecessary padding... the reason why the Witcher is considered in such a high regard is the writing is always on point. You'd be forgiven for going into this one expecting something a little different. For developer Guerrilla Games, at least, Horizon Zero Dawn sees a remarkable change in both pace and tone, a well-earned break from over ten years of stoic service on the gritty battlefields of Killzone and a step away from the crushed concrete and exposed steel mesh of Helghan towards something brighter, breezier, more open. Horizon Zero Dawn is a sumptuous, slow-burning adventure that stretches its 30 hour tale across a vast and beautiful map that's light years away from the killing fields of Guerrilla's first-person shooter series. It's an open world game of admirable scope and craft.
And yet there's something wearisomely familiar about it all.
Perhaps that's down to this being Guerrilla's first big open world, the studio lacking some of the confidence to forge its own path, for you'll have seen much of Horizon Zero Dawn elsewhere. This is a genre piece that's a little too generic: Horizon Zero Dawn is too liberal with what it borrows, and often too literal to boot. The result ends up feeling like an imitation of something you'll have played countless times before, and often in finer form.
I quite love it. I built a sword and signs build and it was some of the most fun I have had in terms of combat. It isn't Platinum Games at their best, or the Souls/Borne games at their best. It isn't Ninja Gaiden Black. But it is pretty great imo.I consider Witcher 3's combat damn near perfect.

I don't consider the Witcher 3 a proper role playing game either so no that is not the measure.
-if it has a dodge or roll button, and/or if the conflict resolution requires "twitch reflexes" = not a RPG because it trivializes your character's build
- if stats/attributes (character advancement) aren't primary determiner of conflict resolution = not a RPG because again, it trivializes your character's build
Both games have similar issues, if I were to pick up your game save and completely ignore your character's build, not a lot about the game would actually change. When video games do get this right, you often have something special on your hands.

I have seem multiple reviews mention how the game suffers from the Ubisoft formula and in this case, it is people I usually agree with. Namely Videogamertv and Eurogamer.

Then it goes on to look at elements they say are lesser takes on the Witcher 3 and Far Cry. I am sure it is a good game. I just don't think I am going to be playing it for a while.

If this game is a RPG then so is Mad Max because conceptually, they aren't all that different. My issue with this is primarily a personal one. It sets the wrong expectations for me that this game will never live up to.
Not trying to argue with you, but wouldn't you rather base your expectations on gameplay videos, in detail descriptions about the game, reviews and so on than simply what genre it's referred to? I mean, you clearly know already it's not an RPG in your eyes so how could it simply being called an RPG set the wrong expectations?
Is the game worse because people call it an RPG? It's the same game no matter the branding. I wouldn't care as long as it's a good game.

i don't buy into the hype at all, i don't care for skyrim never played it but the fact is is that it is one of the goats.If you buy into the hype, sure. but the writing is awful, the core systems are functionally broken and the combat is atrocious. Sure its big and there's a lot to do, but that doesn't really work in the game's favor considering how shallow it is. I would rather not further derail the thread. I never saw this as an RPG. It always looked like an open world action game with RPG elements which pretty much is how a good majority of games in the genre are approached these days
