Earle,Flass and the inmates are irrelevant.
Reese and Ramirez know too much and I put money on their knowledge becoming The Riddler's.
They are too good and vital to leave out.
They really are not vital. Especially Ramirez. She does not know for a fact that Dent killed anyone, even though he said your the second cop line. It could have been nothing more then a bluff. Ramirez all she knows is she was knocked out by Dent, because of her betrayal. She would be in more trouble for admitting she worked for the mob and even coming public with it. It was not core to the story. She was caught by Dent for doing illegal acts and being accessory to murder, if anything she has fled as Flass did.
As for Reese if it really does have something to do with Edward then maybe. But mostly its probably a hint and has nothing to do with him. There was closure in the sense when he noticed that Wayne saved his life, realizing that Bats does do things for good. To me that book was closed and satisfying. Focus on the story of the third, not keep looking back if it serves no purpose save that for fan fiction.
