Seriously, I love them both for different reasons. But, if I simply had to choose, I'd probably give Heath's the edge because his is darker and creepier looking.

Jack's Joker is a classic - there are some things that have never sat well with me, though: the expanded waistline, the silly-looking perma-smile, the chequered pants (why couldn't they have let him keep the pants from his first appearance? 'It's me, sugarbumps').

But I do love Heath's take on it. Grungy-looking psycho FTW!

Umm... have you ever even read a comic with the Joker in it from the past.. say.. 30 years? He tells a lot of baaaad jokes, but he definitely has his funny moments (and schemes). And the Joker has looked funny for ages (although he has his scary moments). The only time he didn't look funny is during the first few comics that had him, where he was much more serious.

Heath looks better by far. What makes him better is that I can barely see Heath, unlike Jack when it looks like flour and paste is on his face, plus Joker had a beer belly.
