That sounds like an awful, awful movie. Seriously, is that something you'd ever be interested in seeing up on the big screen? As in, Christopher Nolan (or whoever) directing a big budget Batman movie with this as the plot?
I didn't say that he was deserving of a film. He isn't. He isn't a strong enough villain to hold a BATMAN film. As a villain in a condensed graphic novel, he'd be quite chilling like this- very VERY creepy. But in a big budget, tent pole, blockbuster- he is NOT a villain that could be done justice and be a part of this film.
Villains that could hold a Batman film that would attract huge audiences:
Joker
Two-Face
Ra's Al Ghul
Mr. Freeze
Bane
Riddler
Scarecrow
That's really about it- those who could hold a big budget, Batflick as a solo villain....and even some of them are iffy (Riddler,Penguin, etc) but it's doable.
Great villains, like Hatter, Dr. Strange, Ivy, Croc, Zsasz etc are just not what the public would respond to- but could make GREAT movies---just not blockbuster Batflicks.
