Suicide Squad made a ton of money with a similar premise. So them not being "Loki-level" means nothing.
Joker & Harley. Joker sucked but he was still there in the promo images.
I was just thinking the same thing about the timeline placings of upcoming films, It's going to take some work to keep that neat.
With the other properties in the queue i don't think there's any chance we'll see an Avengers 5 until May 2024, there are just too many solo sequels that need the slots.
That said though I still think they'll stick to the proposed one new property per year so Shang Chi in 2022 will likely happen ..... again it all comes down to where to best place BP2, CM2 and GOTG3 in the schedule.
If Black Panther sticks in February for the Black History Month connection then i think your suggestions work ...... the question would then be though what would we get in 2023-24?
Feb 2023 - Nova OR Thunderbolts?
May 2023 - ???? (This is where we're missing a crowd-puller if BP, CM, SM, AM and GOTG all have their sequels in 2021-22 .... It would have to be either an earlier release for Avengers 5 OR a Waititi-directed Thor 4)
Nov 2023 - Captain Britain And The Black Knight?
Feb 2024 - Thunderbolts OR Nova?
May 2024 - Avengers 5
Jul 2024 - Fantastic Four?
While I think they'll pace themselves with the former Fox properties, I also think the number of releases a year will go up to account for the fact that Fox was releasing about 1 marvel movie a year. The idea being that the market was already handling that volume and therefore should be able to continue to handle that volume.
