That's an entirely different point you're making then. Nobody said he's as great as Joker or Ra's. Though, what has Ra's done that's as great as the Joker?

Two Face killed Carmine Falcone, Jason Todd's dad, was Batman and Jim Gordon's friend etc. He's hardly overrated. Two Face also has a great psychology to him.

Not really, the point of the thread is who do you think is the most overrated Batman villain. I see Two-Face as being overrated, but that doesn't mean I think he's a poor villain or not deserving of praise.
I'm not trying to say that Ra's has done anything that's as great as the Joker, but I am saying that these two are on a different level than all the others, including Two-Face who is only slightly behind them anyway.

Joker can't be touched in his number one spot, I think that's agreed in general, we know that. But Ra's has in the past proved to be a massive threat to Batman and the world in general. The numerous times he's tried taking over the world, kidnapping Robin, hitching Batman up with his daughter as well as being a threat to the Justice League.
Take nothing away from Two-Face, he's great, but behind these two.
 
I suppose Two-Face is a bit overrated, but I think why people like him so much is--I don't know how to explain it. He just looks great as #2 in Batman's rogues gallery (after Joker). I think that's how it's listed in The Complete Guide to The Dark Knight or something.

Whether you think Hush sucked or not is irrelevant. Fact is that he did do something significant.
 
Overrated is probably Joker. He's most worthy of being Batman's arch-nemesis, but his presence overshadows other villians that, with the proper creative team behind them, could be just as great a foil for the Dark Knight. I mean, I get it. He IS Batman's most formidable foe, but I'd like to see DC go a year without him in the books just so other rogues could be given a chance to shine.

Most Underrated villian is the Penguin. There's just something about that character that charms me. I wish someone would pull a "Riddler-HUSH" with Cobblepot and make him a major player.

I don't think it's as much that the Joker is Batman's must formidable foe, it's that he's the guy who's caused Batman the most pain and suffering.

He dug up Jason Todd's body. That's it. Pretty much every Batvillian has done 100x more than that. Even Ventriloquist & Scarface.
 
well i think bane is a little overated but he does not suck, I love the knightfall series!

I would have said Two-face, but I recently rewatched the Batman Animated Series and he's actually a really good character with an INTERESTING backstory and personal motivation for once.

Penguin shouldn't even count, since he's really just a novelty character... But if I had to pick: Bane. He's just some junkie in a wrestlers outfit with no real motivation. Lame.

He was able to manipulate Batman into slitting a baby's throat for a satanic ritual. That kicks the crap out of most of the rouges gallery in my opinion.
