There aren't any non-repeating quadrants. There are 18 qudrants that are repeated throughout the entire puzzle.

There is some talk about a Carnival Festival in the Summer Events article but it says it's in August/September.

i see a "5". look for serifs, the curled points that sorta make the letter a bit fancier

and there are non-repeating quadrants.

i count 21. i'm workin with them on a light table in Aperture right now. not really gettin' anywhere...

Then that brings up another question. There are 36 big pieces for a total of 144 quadrants. There are 18 repeated quadrants, so there should be 8 of each quadrant. It's probably nothing, but is there 8 of each?
