there's no way Marky Mark is gonna take a bit part in a comic book movie, he's A-list again since the departed, so it'd be a real step back for him to play Bullock or someone similar in TDK
A-List actors took small roles in BB; well, maybe not "small," but less screen time.
Besides, Bullock could turn out to be a bigger role than we expect.
This isn't TAS Bullock; this will be Nolan's Bullock.
For all we know, Bullock could play an huge part in TDK, and further films; he just might, or might not, have a lot of screen time.

If anything, they'd combine the Flass and Bullock characters into one, fat, super cop. Going from a crooked cop to maybe becoming a decent guy. But I really can't see them bringing in another character that too closely resembles the current incarnation of Flass.
What A listers took small roles ? Neeson,Freeman,Caine,Oldman etc are respected actors who often play in ensembles or support roles,none of them are big movie headliners
While Freeman, Caine and Oldman are obviously A-list actors, their careers are pretty much safe, so they can afford to take smaller roles if they feel like it, however for younger actors like Wahlberg who haven't quite cemented their status it's important to keep their profiles as high as possible, and I find it unlikely that Bullock will be scene-stealingly well written in TDK. For example, even Gordon was somewhat of a non-entity role-wise in BB. Oldman wasn't really given much to do besides be the good guy, nothing memorable or interesting really
it's Chris Nolan, not Scorsese. Despite the love he gets around here he doesn't quite have that much pull as far as A-listers banging on his door wanting to work with him
Again, Nolan is known for his character analysis. Said, non-cememted actors might want to play a role in a great film with great actors just to do it.
I remember when the cast of Ocenan's Eleven were asked about salary, and some of the younger, non-cememted guys spoke up and said "how could we pass of this" (paraphrased) in reference to Clooney, Pitt, Roberts, etc.
A non-cememnted actors very well might want to be in a movie where he, or she, might not have loads of screen-time, but for the experience and resume.
Neither did Scorsese back in the day.
Who's to say what will come in a few years.

A resume does involve future employers.
excuse me if I find it hard to believe that in 20 years mark Wahlberg could get a role on the strength of once working with Chris Nolan. I don't think that's how it works. It's about getting up that ladder and staying on top, not "Building a solid resumé", that's really only important to us ordinary people who have to go to interviews and actually type up resumés

It wouldn't surpirse me, however, if someone did say Bale is a horrible actor.
I wasn't arguing with that - I just love now the bashers opinion is also, according to them, the ultimate truthiness.
I've seen someone say that. And they were being serious.
