Kasumi had a very breif cameo at the end of Ninja Gaiden Sigma 2, and the implication seemed to be that she would be part of the plot in NG3.
I was initially hoping that she would be a playable character in NGS2, but alas that never came to fruition (although I was quite jazzed about playing as Ayane, because she kicked all kinds of ass too). Even if Ryu ends up being the only playable character this time, I hope they include Kasumi in the story. She's my favorite DOA character, and I actually think she'd make a good love interest for Ryu. I don't think he necessarily needs a love interest, but since the story is about him wrestling with a guilty conscience, I think it would work out well if they showed Kasumi being a possible escape for him since she's the "little miss purity" of the franchise and balances out Ryu's darkness.
Apparently Itagaki was pretty staunchly against any of the girls in the DOA games having a boyfriend because he thought it would be bad publicity, which says something about what he thought of the average gamer's maturity (as if the stupid volleyball games weren't enough).
