Even with Del Toro's preference to use practical effects , i woudn't be surprised if the budget was around 200 million.

Yep, Idris right? Since the names aren't that big, they don't have to be paid craploads of money. That means more goes towards the sets, effects, etc.

Yeah, I saw that. I meant like in motion since that's kind of an artist's rendition in the poster.

Idris got the role from Tom Cruise after he pulled out so that probably saved them a few bucks seeing as Cruise is a high earner. Idris been on the rise for the last few years too and is finally getting some recognition beyond people who watched The Wire.
