Who are Scarecrows goons (the "The things they say about him, can he really fly?" guys):

*are they Ra's men
*do they work for Falcone on loan to Crane
*do they work specifically for Arkham Asylum
*do they work specifically for Crane

According to Falcone himself, they are Falcone's on loan to Crane.

Yeah, they're Falcone's muscle that he'd basically handed over to Crane for help.

I guess it was part of the whole deal between them.
