I think he was victimized by a corrupt local government and having lost everything in his life he struck back the only way he could. It really is a sad story.

Sounds about right. From the story, it's easy to infer that he was getting the shaft and that the local government was in the pocket of the cement plant who wanted him off of his land so that they could have it. Terrible that it had to end like it did.

Frankly he should have gone to the local media or perhaps done a blog on the problem. It's amazing what public opinion can do. Up here we have "Silverman Helps" and other similar news programs for folks to go to that have problems and are at the end of their resources for solving them.

A blog wouldn't have solved his problem and he using his friends and family to try to appeal to city council was about as close to using the media as possible. The city council, if due to necessary progress has to shut down businesses, should be doing everything possible to accomodate those businesses set up a new shop.
