Mystique, Scarlet Witch, Poison Ivy, Jimmy Olsen, Arsenal, Grace, Geo-Force, Starfire (if you count aliens). if you count supporting characters, there's Mary Jane. Lex Luthor was also a red head, before he went bald. His cloned body of his "son" had red hair. And then there's Alexander Luthor.

also Banshee, Siryn, Feral, Sasquatch (are we counting fur?), Barbara Gordon, Kid Flash (switches from brown to red), Mera

quick flip through my DC encyclopedia for the more obscure, I see Kinitix, Maxima, Merry Girl of 1,000 Gimmicks, Mongal (Mongul's daughter), Nemesis II, Gloss of the New Guardians, Giganta, and Red star

Marlo Chandler, Rick Jones' wife. I wanna say Orion is a red head, but I can't find a pic of him with his helmet off. I'm fairly certain one of the New Gods is red headed, but I don't know those characters that well.

An obscure X-Force character, Grizzly, had red fur.

There is also Lana Lang who pre crisis had 2 super hero identities and was a member of the Legion Reserve. The White Witch was also a redhead. So are Lightning Lad,his sister and Sun Boy. I don't remember what names they have used since the reboot but it is doubtedly still true
