I agree with quite a few other people so far in that my first thought based on the 'warmth and rage' and 'complex relationship' comments was that Ifans was most likely cast as Dr Connors/Lizard, and it can work appearance-wise as well. And I can see where people are coming from for Electro and, even though I personally don't want to see symbiotes, Venom and Carnage as well.
However, while I hope I and a lot of other people are right because I know I've really wanted to see the Lizard in a film for ages and it's about time, upon re-reading the press release and thinking about past casting/character interpretations, I'm not sure if it's that straightforward -- they could, if they wanted, make any villain have warmth and rage even if they don't have those traits (or at least in a defining way) in the comics (eg. Doc Ock being more sympathetic in Spidey 2, Marko's family backstory in 3), and if you read the 'complexity of their relationships with Peter Parker' again, it looks like Webb was referring to the ENTIRE rogues gallery (he says 'Spider-man's villains', not THE villain) in terms of what sets it apart from other comic heroes, so it could apply to anyone.
So yeah, my money is on his being cast as Connors/Lizard and I hope that's the case, but I'm not going to be surprised at all if he's not, or even if it ends up being a choice that feels out of left field, especially if the film interpretation of whomever could be anything.
