Yep its Monica Micah's cousin the muscle mimic.
Not quite like Peter who absorbs powers she can just mimic any physical actions she sees, that are humanly possible that is.

Well if anything that comic since it is a Mendez means anywhere from 90-100% of it will come true.
So bam we have our costumed vigilante and its perfect to since her powers are what they are people would just think its some highly trained martial artist fighting crime and not think she has super powers at all unlike some of the other choices like Peter who's powers scream I have special powers..

Yeah, i'm not sure why people are assuming that issue must've been new. It's very possible this issue came out months ago when Isaac was still alive.

If they get revealed to the public, one thing I really shope doesn't happen is that they're treated like a race. You know, no "Heroes rights" rallies or any of that. I get the very distinct impression that each of Heroes has some kind of destiny, more akin to the Century Babies of Wildstorm than the Mutants of Marvel. I can get behind the people of the world, especially the Governments of the world, not understanding them or trying to use them, but they're definately more than people who just happen to have powers, and should be handled as such.
