Only 2 or 3 times. A few others have received it too. Mostly movie/comic blogs/sites.

Edit: http://images.wikia.com/batman/images/a/ae/GC_map_Nolan.png is a much bigger one of the first. It seems safe to say that this map is exclusively downtown Gotham, and not uptown or midtown.

again the CIA documents didn't really do anything with OEB, in the last one the words were written in plain sight. Hardly a clue or 'game' as some are calling it
