I think the Russos are talking about Avengers that aren't the original six. The supporting Avengers are likely the new heroes getting their own movies in phase 3, plus a couple of movie-less Avengers like Scarlet Witch, Vision, and Wasp.
It's a risk, but not one Marvel isn't prepared for. There's a reason why they're introducing so many new characters on phase 3. If the audience likes them, then they'll be fine with new Avengers replacing the old ones.
I wouldn't be surprised to see the newer heroes having a more prominent role in the second movie, compared to the first one.
That means, he is just talking about the Avengers?
Some of the "big four" retired from the Avengers and Vision, Scarlet Witch, Ant-Man etc. and Black Panther, Dr. Strange etc. take their place.
Okay, if he said this - i am okay with it!
I thought, they meant, that phase 4 will be without "the big four".
That would be too risky.
But the Avenger team without - for example - Thor, Hulk and Iron Man, no problem. There are enough other great characters. (although i like to have guys like Thor, Iron Man and Captain America in the team)
Iron Man could join the Illuminatis...
Thor could support the Guardians of the Galaxy, or have a story with Beta Rey Bill

Hulk could be the threat for the Avengers (and Illuminatis)...
And Captain America could retire and return...
And Black Widow/Hawkeye will finally get a movie together (i do not think so
