True, and they also have a romantic history together in the comics. However, Black Widow has also had romantic connections with Bucky, Tony, and Hawkeye as well.

And given that it's been confirmed that we'll see her romantically paired off with Hawkeye in the film, that really narrows it down as to who it'll be. If anything, I think they're saving Steve for Sharon Carter, who's also a member of SHIELD

I remember Renner saying they had a relationship but I don't think he implied it was romantic. Nor do I think the Widow/Banner relationship was implied to be a romantic one.
