Thing is, it all depends on the plot, story. If he is out fighting crime, in 2019, he needs armour, it's that simple.
If he is out there, just spying, collecting intel, data... stealth ninja is the way to go, with obvious slight armour on vital areas.
So it stands to say that it's a mixture of the two... at best. We have to suspend belief for certain materials being bullet proof etc.
The BvS suit, for all it's glory, it just looked too padded... it looked like he was wearing a body suit rather than protective padding - if they made his legs look more angular, like he had pads over the thighs, as an example, not just these huge muscles which when he wore plain clothes, he had slim legs, then it would have worked.
Rubber like B89 at least explains that it is rubber...with chest plate. Nolan BB suit was the best... as it looked like a protective suit and we knew he was built under it... go for that with better neck movement (perhaps cgi over seems/creases that allows movement).
