Its not a mask, as in a mask like Batman would wear. Ledger is referring to the Make up job to make him look like the Joker.

Great interview. I thought that in a big budget movie like that he couldn't just be wearing make-up throughout the film. I think it probably has to do with his evolution and his deterioration (kind of like Terminator/Joker).
