Yeah, I'm leaning towards that order as well. Tom Holland seems to me to be the ideal pick. He seems to combine goofy with serious in exactly the right combination while being filled with youthful exuberance. Charlie Rowe has a lot going for him, I just get annoyed at all the people who seem to be fawning over him because he's a pretty boy (not his fault at all, but I don't think of Peter Parker as the most attractive guy in the room). None of the four you mentioned are ugly, but I think Parker needs to be a bit more dorky looking.
Asa Butterfield's height is probably fine, but seems a bit tall (when he was 5'10, I thought it was perfect, since it's both Spider-Man's listed height and Charlie Cox's height). Tom Holland at 5'8 works well since shortness can also help convey youth (no matter what, I don't want an actor taller than Robert Downey Jr.).
Matthew Lintz feels too young to be predictable. I also refer back to Neville Longbottom when it comes to the unpredictability of young actors. As initially cast, he was visually perfect. By the end, not even close. Lintz could hit a growth spurt and be 6'2 or he could gain a lot of weight and be a heavy-set Peter Parker. I also don't know enough about the intersection of federal and state labor laws when it comes to filming (and labor laws of other countries too, let's not forget). New York, California, Georgia, etc. are all likely places they'd have to be concerned with. And he's four years they have to worry about it, it's not just Civil War they have to be concerned with.
