Ok the answer is Clumsy Foulup from Silver Surfer Volume 2.

Clumsy was the leader of the Kree Empire for a while. The villain he worked for was reptillian pirate, Reptyl who fought the Avengers in Avengers: Celestial Quest. Clumsy backstabbed Reptyl nearly killing him.


Since no-one guessed it I will do a new one. It is a villain.
