hehe - I was being intentionally tricky in choosing Kingpin because I know he is seen as a DD villain BUT he began as a Spiderman villain and he continued to appear in Spiderman (Look at Gang War - ASM 280 or so)

The techno stuff is his jewel studded cane that fires a laser blast. The question asked whether he uses technology and no powers. I had to answer yes.
