The way I took it, she knew that Fury was in the apartment (heck, she might have been the one to let him in - if her orders are to protect Steve, she probably has a key to his place), but her orders (at the time) were probably to maintain her cover/not let Steve know that she's SHIELD. She couldn't exactly flat out tell Steve that Fury was in his apartment as that would blow it. So she makes the seemingly innocent comment about the stereo to at least let Steve know that something's going on

Once Fury is shot though (through a who knows how thick wall with the shooter on the next building over) - the order to maintain her cover takes a backseat to providing/calling in aide to the director of SHIELD having just taken 3 rounds/going down.

Again, that's my take on it (if it makes sense)

That's how I saw it as well and it makes complete sense. I was gonna explain this but you beat me to it and explained better. :up:

You are totally wrong. For your information, SHIELD has its own system, which tag every Agent & Spy with a specific Level, called Clearance Level. (This is not only for Comic Universe, this is for all)
Captain was used to be level 8(but he was not an agent anymore so he does not have this tagging anymore), haweye level 7, May(in Agent of Shield drama )level 5, Maria Hill Level 9. Guess what?

There is no indication that Widow was ever a Level 10 Security Clearance within the MCU (the comics aren't canon to the films - if that's where you're pulling that from). The only Level 10's that were known about in the MCU (before the collapse of SHIELD) were Nick Fury and Alexander Pierce. Sharon's Security Clearance in the MCU was never stated (I doubt her code name being Agent 13 has anything to do with her Security Clearance)
 
We know she is on at least two major scenes as we saw the leaked set pics.

Perhaps Scarlet Witch gets captured or goes off on her own for a period during the film like Black Widow and Thor did in AOU.

another prominent theory is she sits most of the film out... and essentially is playing the "Penance/Speedball" role. Unable to stop Crossbones, and spends most the movie on trial or racked with guilt
 
level of security intel doesn't = level of skill either.... the security level is all about information, not your physical skill set.
 
Somewhere in TWS - I think while they were being pursued in the mall - Cap and Widow were both referred to as level 7 operatives.

Pierce, when talking to Winter Soldier at his house, mentions 2 targets, Level 6 - if he's referring to Natasha and Steve*, I view that as a threat level and not the same as informational security clearance. Cap's ID when he enters the elevator shows him as Level 8.



*There is theory out there (that I ran across today on tumblr) that when Pierce mentions 2 targets, Level 6 - he's not talking about Natasha and Steve, but that he's talking about Natasha and Sitwell. The "Level 6" could still be a threat level in that case (and not based on SHIELD security clearance)
 
In AOS, Hill said Natasha and Barton were Level 7 while Cap was Level 8. Hill was Level 9 and Fury was Level 10.
 
Right after Steve takes down the jet Sitwell tells SHIELD they're at Level 1 and then goes on to to talk about scanning all the information from the DOT, to phones to Twitter to track down Steve.

When Pierce tells Bucky it's Level 6, he is specifically talks about Steve and Nat since he says the two targets just cost him Zola.

So the Levels seem to be threat levels or type of action levels. They don't refer to security clearance.
 
the change in levels in WS is genuinely considered a goof in the film there was great discussion about it last year

yeah that looks cool
and for some reason, just one more person per side makes the teams feel a lot fuller
(plus they add some nice color; outside of Cap and Iron Man, their teams are very gray)

1. You don't know that at this point. We don't know that either of those assertions are true at this point or not, simple as that.

If they don't pull things out of their arses for the film, Sharon Carter will be just a well trained human operative. And according to the Marvel Comic Database (as official as it gets) Natasha is a lot better at that:

The wrong message is she's the equal of the rest of the characters pictured in the line ups. She obviously isn't. I have no problem with having her in the film as background support ( for example as Maria Hill in TWS), but showing her along the superheroes give the impression she is going to be at the front with them.
 
I'd think her appearance in that concept art of the teams is more to show she may play a major role in the film, rather than anything else.

I know this is a manip and we don't know whose side SW or Spiderman are on, but is it just me or does Caps team seem hopefully outmatched? I suppose they are going with the root for the underdog thing which is quite smart as everyone loves an underdog.
 
Well Black Widow and Spiderman really aren't great assets: they are both featherweights who rely on agility and skill to fight. Neither would be capable of holding a fight against Steve or Bucky (as we have already scene in Winter Soldier).

Then we also have Scarlet Witch on Cap's team, so that is a plus. Just sayin

You do realize that Spider-Man is SIGNIFICANTLY stronger and faster than Captain America right?

The only advantage that Cap actually has over Spidey is that Steve is a much more skilled fighter.

This man spoke the truth. However, it should be noted that in CW Spidey should be supposed to have little experience yet. He is a beginner.

It's not just you. It's been discussed endlessly ever since the sides were revealed.

Yeah, a young Spidey isn't that experienced of a fighter. Even as an adult Peter wasn't a trained fighter, he always just sort of winged it (until he started getting training from Shang Chi, but that's not likely to happen in the MCU).
