Or they raise the stakes by changing things. First move has Professor Zoom for example, so the Flash finds that he has to be faster to stop Zoom, who has a personal vendetta against him.

Second movie raises the stakes by using the Rogues, who've fought the Flash before (perhaps in short scenes in the first act of the movie, or even during the credits) and have banded together, using their experience and teamwork to fight him, so now Flash needs to fight/stop multiple people in multiple places all at once, which doesn't require just his speed, but his brain as well in order to save the city.

Third movie, we see Gorilla Grodd, someone who can match Barry mentally (this would be a good time to add in Kid Flash, and maybe the last act involves Wally having to face his mind-controlled mentor) and threaten the entire world. Maybe Grodd gets himself onto the endangered species list or gains diplomatic immunity, so if the Flash tries to fight him directly, he has to deal with bigger problems.

Increasing the raw power isn't the only way to raise the stakes.
 
Absolutely. Power has little to do with what the stakes are.

And let's not forget we're not just limited to Barry Allen's villains, either.
 
I just put the more important ones. I'd prefer Wally's versions of many of the Rogues and Zoom sans "Professor" to the older ones.
 
Run faster then the speed of light? How are villains besides Zoom supposed to counter someone who runs faster then the speed of light?

Because that's not what I said. Villains before Zoom=Not as fast as speed of light. Fighting Zoom=Gains ability to run at speed of light, or faster, through discovering the speed force. And villains wouldn't be able to counter how fast the Flash can go? They've been finding ways to do it in the comics for years.
 
These may have already been posted, but what about something like this for The Flash's costume, albeit a little more classic in terms of the colors?
 
If you made the black a darker shade of red, I would be on board. I like the idea of adding depth to the suit
 
The black makes the suit look..weird. I agree with cerealkiller, make the 'black' into a darker shade of red to give it some texture/patterns.

BTW, where city should they film The Flash?

Well I heard the Central City has been insinuated to be in Ohio or Illinois. I guess maybe Cleveland since Chicago is the substitute for Gotham. But Central is supposed to be next to Keystone CIty which is described as the blue collar capital of the US and a center of industry. So maybe base them on the real Twin Cities Minneapolis and St. Paul. Theres quite a bit of Fortune 500 companies and they are known for their industrial past (although like most US that often changes by now)

As long as it's not a North-Eastern city, Central City should be a spread out city, unlike the "pile everything on top of itself", New York type of city.
 
They are Midwestern; they're in Missouri and Kansas
