Sorry, Harley Quinn w/out the Joker won't work. It's no different than the street gang, the Jokers, from Batman Beyond; a fangirl obsessed with the Joker attempting to pick up where the Joker left off or inspired by somebody she never personally knew. You might as well just ditch this idea and focus on Catwoman, at least that female character has a better chance.

I agree with Mister Meddle. Harley Quinn is already too much hassle to work into Nolan's version of Batman even with the Joker. Without him it is just impossible. Any suggestions that go beyond a name in the background or a random blonde extra are ignoring the last too films.

Whilst it is possible for Harley Quinn to appear as a cameo of some sort (If Bruce were to visit Arkham, she could be in the background or something like that) Harley is at her best when she is with the Joker. Considering the Joker is Harley's reason for being, to have her without him would take away a big chunk of her character. To have her introduced in any meaningful way would need to have the Joker present.
