That's a trick that Ratner took from Jonathan Demme's Silence of the Lambs when he did Red Dragon. When Demme showed Lecter staring directly into the camera, it was disconcerting because it felt like he was looking right at the audience and is not a technique used often in films. But Ratner seemed to throw it in a couple times in this film just for the sake of it.
