DId anyone else find the President entirely corny? Especially the way he kept looking into the camera and saying cheesey 1980s action hero-esque one-liners.

That's a trick that Ratner took from Jonathan Demme's Silence of the Lambs when he did Red Dragon. When Demme showed Lecter staring directly into the camera, it was disconcerting because it felt like he was looking right at the audience and is not a technique used often in films. But Ratner seemed to throw it in a couple times in this film just for the sake of it. And it didn't come off very well.

Lecter works because

1) Its Anthony Hopkins
2) Lecter is meant to be a scary character.

When someone like the President in X III does it, with that dialogue, he comes off as a cheesey, 1980s action hero.
