Sure, the Rock can play both roles, but it would be more interesting and more challenging for him to play the villain. We've seen him too many times as the hero. People will pay more money to see him as the villain.

I'm more inclined for him to play Black Adam. I used to be a big supporter of him being Marvel, and if that's what he ends up doing then that's great, but he'd be better as Adam.

I don't know Captain Marvel too well, and I know even less about Black Adam. But I did like Dwayne Johnson as Sarge in the Doom Movie. He'd definitely kick some ass as a super villain.
