Maybe you should make up the back story yourself? Give him your own personal spin as opposed to making him exactly like his original comic book version.
Like how about playing up the mystery of the blank face mask. Have him interact with other characters, make them think that the Question is somebody they know. Then when you're ready you could go for the big reveal. You can either have him be someone that one of the heroes knows, or you could just reveal the Question to be Vic Sage. Just some guy, with a lot of info on the personal lives of the other characters.
I'm not trying to tell you what to do, on the contrary, I'm telling you to do your own thing.
